Add nightly TiCS analysis workflow

Originally we had the filesystem-related charms onboarded into TiCS as their own standalone charms in individual repositories, but we have since rolled all the filesystem-related charms into a monorepo here. We should get this repository onboarded into TiCS so we can get the same insights that we're getting from other repositories such as slurmutils and hpc-libs. Note we'll like have the same issue with code duplication, at least in charm libraries, but it would still be good have analysis data for the filesystem charms.
