timepicker doesnt appear to be complete

There is no code other than some basic stuff in timepicker.js. When I add timepicker as a class, nothing happens, is timepicker working?

It should work, please check your chrome console. Sorry but i haven't
touched this project in so long that i won't be able to help much here.
