Signal Dashboard data generation is broken

The signal_dash_data_generator job is currently broken, and exits with an error condition in Cronicle. It has been this way since changes for Quidel access control were pushed live on August 17.

Two related endpoints (signal_dashboard_status and signal_dashboard_coverage) appear to be returning stale data as a result. I am not sure where this stuff is used, so i am unclear on further implications.

One possible fix would be to give this job an API key with permission to access Quidel stuff, but this may be inappropriate due to the restrictions on Quidel data. Another would be to remove Quidel from this process entirely.

perhaps this is now defunct; i cannot find uses of either signal_dashboard_status or signal_dashboard_coverage endpoints across all of the repositories in the cmu-delphi org, and the "indicator status dashboard" uses the covidcast/coverage endpoint for similar information...

in that case, this issue can be repurposed to remove the referenced endpoints, and the associated db tables, and the generator job.
