Email sendng CC need a testing flag #56

Now onboarding email has a CC to bizdev group. Every time I want to test email sending, I have to comment off the CC line in case not to interrupt people in Bizdev group.

It need a testing flag to resolve this problem (and maybe some more similar problem).
