[CSS] Brave User Agent Styling hides cookies

Describe the bug
On some browsers the user agent stylesheet will hijack the visibility of the web component on local servers. I have no idea why this is happening. This seems to function normally inside Chrome. More testing is needed.

To Reproduce
Steps to reproduce the behavior:

1. Run files on local server
2. Visit http://127.0.0.1:5500/cookies.html

Expected behavior
Cookies page should be able to render the cookie web components.
