[Dev files] Add back in the dev files

The developer contribution files were all removed due to a git oversight in trying to maintain a separate (developer) main and a public release branch.

Add back in the developer files for future edits to the project and considering removing the corresponding developer files in the replit instead.

Optionally, set up github actions to automatically deploy changes to the replit.
