Ban Hammer banning users who try to look at site on 2 or more different devices.

We have found that the ban hammer is kicking in and banning people if they look at a site on their phone, then move to their desktop (or 2 different people viewing the site on the same IP)

Eg.

[BanHammer::UserAgent] Banned ip <IP_ADDRESS_REDACTED> because user agent changed from Mozilla/5.0 (iPhone; CPU iPhone OS 18_5 like Mac OS X) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/18.5 Mobile/15E148 Safari/604.1 to Mozilla/5.0 (Macintosh; Intel Mac OS X 10_15_7) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/136.0.0.0 Safari/537.36

This feature needs to be disabled by default. The current implementation in dev/2.0 is a total deal breaker.
