Add CONTRIBUTING File #12
Description
Adding a contributing file allows those new to the project how PRs work, how to open up issues and more! It's really important to make this well documented. Most people will bounce off doing work if they don't have a clear establishment of the rules and practices!
To Close:
- Start off with a thank you for being interested in contributing. Most people are doing this on their own time and should be thanked in kind
- Cover what we are and are not looking for in contributions
- Document how to get started
- Document opening issues
- Document PRs and expectations regarding them
- Set behavioral expectations, see also Add CODE-OF-CONDUCT #11 for CoC
Open question are we missing things from this list?
