Feature Request: Enable Testing API for projects using sourcegen

Separate projects using sourcegen will have to verify before and final versions in code to see if the generator applied the correct changes. For ergonomics, it would be helpful to expose the sourcegen-cli testing functions in use as an API for other projects using sourcegen.
