134 FAULT vs GUILT: Detangle? #1491
Description
While working on PR #1490, @chrzyki pointed out that instances of "guilt" don't really fit our concept set 134 FAULT 100%, so we debated adding a new concept GUILT.
That would entail remapping some existing mappings from 134 FAULT.
There are a couple of cases that should be discussed though:

Dellert-2017-1016-446: fault [english]; Schuld [german]; вина [russian] → both English "fault" and German "Schuld" (which is not as clear cut as English) in the same mapping. As far as translations go, Russian also seems to allow both meanings.

Key-2016-1310-1089: fault [english]; faute [french]; falta, culpa [portuguese]; проступок [russian]; culpa [spanish] → appear more like GUILT overall (with some outliers: Russian apparently translates to "misdemeanor"), but are also clearly given with the English translation "fault" here.

Wang-2021-90-69: 过失 [chinese]; fault [english] → looks like a clear case of FAULT, in the sense of negligence/error.
Should 134 FAULT maybe be treated more like 1293 MISTAKE (error/faulty behavior) and a new concept GUILT could serve the moral aspect?
In my mind, that would help with German: "Meine Schuld" 'my fault' is closer to "mein Fehler" 'my mistake' but the emotion is definitely "Schuld" 'guilt'. Perhaps it could also help with the first two instaces above since the other languages give more of a moral context to the English terms, relating it closer to GUILT?
The only question would be what we might do with the "bare" mappings of English "fault" that don't have any other languages or context related to them.
