No internet connection with Windows and Podman 5.4.0-rc3

Issue Description

If using the pre-release candidate 5.4.0-rc3 neither the podman default machine or a container has internet access with Windows.
I have to enable the user-mode networking that i get internet access.

2. podman machine init

3. podman machine start
   => no internet access

4. podman machine set --user-mode-networking
   => Internet access

I'm not able to reproduce this with a fresh install and rc3.

@maxirass, what does "=> no internet access" mean for you? Can you provide more details, like the command that is failing and the output that you are observing, for example? Also, you are testing a release candidate. Have you tested with a stable version of Podman? Does that change something? Without more details, we won't be able to reproduce and troubleshoot your problem.
