Clean up custom functions

Look through functions.php and base-functions.php to see if we can clean up/improve any functions and test whether they are still valid with the latest version of WP.

• index_rel_link
• parent_post_rel_link
• start_post_rel_link

Does not appear to work

• wp_generator

No longer relevant

• Because the theme supports html5 galleries, there is no injected css so this can be removed scaffolding_gallery_style

Look at maybe removing our custom pagination function in favor of wp paginate_links() as prev and next links already exist in the head.
