Description

currently there is an add button on the admin client list that has no functionaly
this button should allow admins to manually add clients to the client list

Steps

See this figma
implement this linked flow from start to finish
be sure that everything is POSTed to the backend and that the new row populates in the table

Acceptance Criteria

matches the figma flow (and styling) exactly 🤣
