Update @cucumber/message-streams to use @cucumber/messages v27

Hi team, I have been trying for some time to get a response on this PR:
cucumber/message-streams#58
We are carrying cucumber-messages v24.1.0 and v27.x.x for some time now in our development builds, because message-streams is still requiring v24 rather than v27. Is there anything I can do to help get this change merged and released?
