[FEATURE] Make TwitFix bot works with webhooks instead of normal messages

When someone sends a Tweet link, instead of the bot replying to the message with the fxtwitter link, it could simply delete the normal tweet link and send the fxtwitter link using a webhook with the name and avatar of the person who sent the normal tweet link, so it would be a better solution and it would look like the person sent the fxtwitter link

Possibly a good idea, I did intend to do it when originally writing the bot but it's kind of a can of works and the current functionality was 'good enough' to ship, so I got it working good enough to put out the door before I got really busy with IRL stuff. When I get some time again I'll take a look, though
