Is it possible to create a second Table Rate shipping method that ignores the products "per product shipping cost"?

the standard method used by Lemonstand is to add to the per-product rate to the table rate but for certain shipping scenarios, such as large quantity carts, it would be better to offer an additional method that was table rate only.
