Chrome sidebar

We need a chrome sidebar design so that we can host different apps. Example:

Current columns sidebar would be to the right of this.

On mobile we need to have to have some logic to determine which actions correspond to app vs column. For example, maybe the bottom toolbar would switch to the DMs app, and maybe it could switch to a specific column (like notifications)
