New Canaan's focus tree is causing them to leave the Allied States of America

New Canaan has the focus to join NCR in their war against the Legion, followed by leaving the NCR afterwards. This seems to be triggering Deseret leaving the Allied States of America.

Probable solution is replacing NCN focus tree, or blocking the mechanism to making Deseret leave.

Idea solution would be to replace Deserts focus tree for default one. will only improve stuff
