We cannot make a ressource listing the catalog scope, neither have a new MCP tool to list all the datasets or ressources in the catalog as that would overload the context (data.gouv.fr has 70,000+ datasets and much more ressources/files) in a simple way.
BUT, we could have a tool to list available High-Value Datasets (HVDs) from data.gouv.fr. If the user asks for 'datasets' in general, this tool returns the HVD list with a disclaimer that it only represents High-Value Datasets and that many other datasets exist on the platform. In such cases, the LLM should encourage the user to specify a theme and use the /search tool for a broader query.
