Expose PCRs to admins

Admins should be able to see what the current state of a team's password change requests are. Other useful information might be when submissions occurred, what changed from the submission, and if there were any errors from the submission. An admin shouldn't need to SSH into the scoring engine to debug issues from PCR.

Show the original password to the admin as well. Add a feature to be able to restore the password to original password set as well.
