Add testing step when building dependencies via github-actions.

To prevent a situation in which we cannot build the deal.II library because of an issue in the dependencies image, I would suggest to add a testing step in the github workflow during which we build and test a (minimal) configuration of deal.II.

We can follow the following manual on DockerHub for this purpose.
