Move control repo SHA update into its own task

@smashwilson has called this the "increasingly-poorly-named asset preparer" and he's right. Updating the control repo with the current checksum of the control repo is a completely non-asset concern and should be moved to its own Grunt task.

Said new task should also support deconst/presenter#92
