After the update from dcp004: https://github.com/decred/dcps/blob/master/dcp-0004/dcp-0004.mediawiki if you are running decrediton v1.3.0, you will be locked out of the chain sync. Causing some users to not know what to do after that.

We should redirect the user to the FatalErrorPage.js and better warn him how to proceed. On this case: Delete his dcrd data and re-download it.

It would be good being a reusable component as we can have different ways to act in new agendas.
