settings.cfg file in dlpx.virtualization._internal should be autogenerated

There is a settings.cfg file at dlpx/virtualization/_internal/settings.cfg that stores some information about the tools package including its version. The source of truth for the version should be the gradle file. This should be generated from the gradle file.
