Name & release sopel-wolfram v0.6.0 "Bocchi de Skip"

No, this project isn't abandoned. I've just been wandering around the
neighborhood ("ブラブラと近くへ 散歩") of other Sopel plugins since Sopel
8.0 launched and hadn't gotten to updating this one yet.

The choice of release name here isn't very deep. I liked the first verse
about going at your own pace, that's all. It's an SKE48 song, not AKB48,
but I decided that if Stage48 lists it, it can be a release title!
