The outlines API inherited from pdfminer.six is cumbersome to use:

  • It flattens everything and creates a level attribute. This is only useful if you want to display the outline in a PDF viewer/renderer, and PLAYA is not a viewer /renderer
  • It doesn't smooth over the quirks of destinations (are they strings? indirect objects? numbers) for you

Need a better one.
