Possible inconsistent content type for application/cesr and application/json+cesr

Is the usage of "application/json+cesr," in section 4.1.2 for "It returns IANA content-type application/json+cesr," and then later application/cesr in section 7 intentionally different or was the first part of this spec written before the KERI community came to consensus on using application/cesr?

If they are different intentionally it may make sense to say why.
