skpkg: use scikit-package v0.1.0 to restandarlize package

scikit-package v0.1.0 will be available along with its manuscript in the next 1-2 weeks. Please use package create public to initiate a standarlizing process that was previously known was "re-cookiecut". Please also refer to the deployed https://billingegroup.github.io/scikit-package/ online documentation for any questions and https://github.com/Billingegroup/scikit-package/releases to see whether v0.1.0 is available.
