Turns out there IS support for updating a notebook while you're editing. If you edit a page on the mobile app and save, remarkable will sync and update without reopening the notebook. SAVING still appears to require closing it though.
This however doesn't seem to work with PDFs. Maybe they're not the way to go in this case.
There's nothing stopping me from building a notebook version of the generated PDF as it is today (drawing it out line by line... basically). I could do this on one layer and set the document metadata to have the next layer be the default selection.
This would also require figuring out how the delta sync works I assume
