Rect position calculation does not take stroke width into consideration

I think that when positioning objects on the paper, their stroke widths should not interfere with the positioning of the object. That is, the stroke thickness should be able to be increased without offsetting the 'fill' of the shape in any way.

Currently Rect does not obey this rule.
