Cosmos scales to $0 per month except with Aspire

Cosmos scales to $0 per month, which is fantastic, except Aspire doesn't create autoscaling Cosmos instances - it creates fixed scale instances.

You have to manually go into the Azure portal or the Azure CLI to switch your Cosmos to autoscaling after creation.

Spinning up Cosmos instances with Aspire can quite expensive if you accidentally leave them running thinking there's no cost associated with them.

Today, Aspire is mostly used by early adopter fans who like being on the bleeding edge. RealSoonNow Aspire will have more normal devs using it, and they're going to go ballistic if Aspire starts sending significant unexpected charges to their credit cards.

Cosmos DB has 3 choices for pricing. Details are at https://azure.microsoft.com/en-us/pricing/details/cosmos-db/serverless/

1. Serverless - scales to zero, charges for exactly the requests you use, but has some limits on db size, max throughput, geo replication, etc. Often a great choice for dev/test scenarios.
2. Provisioned throughput with Dynamic Autoscale - allows scaling between a maximum down to 1/10th of that maximum, but not to zero. Billing happens based on the max RUs used within each hour.
3. Provisioned throughput - a fixed cost, no matter how many RUs you use.

IIRC, Aspire creates accounts with option 2, but we should consider changing that to option 1 instead.
