Remove `<IsAspireHost>true</IsAspireHost>` in this repo

With Aspire 9.2, <IsAspireHost> defaults to true, but there are still 47 places in this repro explicitly setting this property. Can these be cleaned up

@ErikEJ Removing <IsAspireHost>true</IsAspireHost> will be part of the upgrade to 9.2 - see dotnet/docs-aspire#2877 . I'd imagine the Community Toolkit should these whenever it upgrades to 9.2

A lot of the projects in this repo do not consume the SDK directly, which is why the uses of IsAspireHost are still relevant for this repo. There are many special things done in apphost projects in this repo such that they use project references (as opposed to package dependencies) so that they depend on the live build and to have an easier innerloop experience. For this reason, we unfortunately won't be able to remove the uses of IsAspireHost in the repo itself.

Thanks for logging this and for noticing @afscrome, but given the above I'm going to go ahead and close this issue for now. Please feel free to reopen if you think otherwise and there is still something we should do.
