Expose to public hash and verify password apis

Any chance to expose some of the api in https://github.com/dotnet/aspnetcore/blob/master/src/Identity/Extensions.Core/src/PasswordHasher.cs to be public, I believe it can be helpful for someone who is not using entity framework but want to use what comes with Asp.net core identity.
