ShouldRender(bool firstRender)

I would like to be able to use a FeatureFlag generically to determine if a component is rendered in the UI.

By implementing ShouldRender in the base class I could do this but it isn't called the first time.

If we changed StateHasChanged to pass the HasNeverRendered we could do it.

{
	if (_hasPendingQueuedRender)
	{
		return;
	}

	if (ShouldRender(_hasNeverRendered ))
	{
		_hasPendingQueuedRender = true;

		try
		{
			_renderHandle.Render(_renderFragment);
		}
		catch
		{
			_hasPendingQueuedRender = false;
			throw;
		}
	}
}

protected virtual bool ShouldRender(bool firstRender)
	=> true;

But this is a breaking change. As all ShouldRender overrides will be missing param.
