Plugin doesn't respect Moodle messaging preferences

Plugin sent out emails even though sending was disabled in the Moodle messaging preferences page found at /admin/message.php

It would be ideal for the plugin to create a line item on that page for users to fine tune it, but it is more important to check this Moodle core setting before sending messages

It's a significant issue because some Moodle site owners have contractural or regulatory requirements that specifically prohibit sending email directly to users from the Moodle instance.
