Fix CI docker spinning issue #23
Description
Randomly, the action that we use to make docker containers does not install itself correctly and gets into an infinite loop of sleeps. If you look at the issues on that repo, it seems like we aren't the only one to experience this. Rather than just retrying, hoping it works this time, we should look into other options for building docker image.
