Automate GH releases

Summary

The pipeline can publish artifacts to Maven Central, but the corresponding GH release has to be created manually.

Solution

This process should be automated.

Acceptance criteria

• A workflow to create GH releases for the tag which is currently being released
• The GH release includes the .jar which is being produced by the pipeline at the released tag
• Automatic update of the CHANGELOG.md
