Include instructions for pipelines/workflows #30

Is your feature request related to a problem? Please describe.
We have various contracts which develop and deliver pipelines/workflows for producing derived datasets (for example). The codex should detail the standards, best-practices and recommended software etc. that ECMWF expects.
This is also relevant for other "deployment" type deliverables, which may be provided as k8s configs, helm charts and/or ansible deploys, etc.
