1.28.5 on PyPI only has macos wheels - no linux/windows #170

Currently, the 1.28.5 release on PyPI only lists MacOS wheels.

This causes a simple install of the latest package to fail, it also causes failure with "project managers" such as uv when attempting to perform dependency locking.

This might be similar to a couple months old issue solved for eccodes python.
