restore the message about US territories

There's a note in index.html about how territory data isn't comparable to US states data. This typically gets displayed in the banner, right below the "EJScreen" title. It's still there, but we've replaced it with our disclaimer, which takes up the one available line. The territory note itself gets overlaid by the map view.

This should be fixable by someone who knows / is more patient with CSS.
