create callback to apply index configurations

Now that we have callbacks we should add one that scans a change set after an incremental update if it contained a .xconf file in either new, del or ignored.
If there is one, then we need to apply or delete that configuration by moving or copying the resource to the appropriate location in /db/system/config/[path/to/collection]
