There are projects that add the commit-id to their repo.xml and also have a workflow that changes that with each new release.

For these projects we can read and modify the repo.xml instead of writing a gitsha.xml

gitsha.xml will be used when either no repo.xml is found or it does not contain a commit-id yet.
