Add AWS 'eu-central-1' and 'us-east-2' (#2075)

Updates the [Serverless
changelog](https://www.elastic.co/docs/release-notes/cloud-serverless)
and the Serverless
[Regions](https://www.elastic.co/docs/deploy-manage/deploy/elastic-cloud/regions)
page for the newly supported AWS `eu-central-1` and `us-east-2` regions.

CC @KOTungseth, @yuvielastic I'll check `serverless-csp-planning` for
confirmation before merging.
