Plugins spread between repositories

What is the rationale of spreading files belonging to one plugin between two repositories?
Example: The interesting new ch.elexis.regiomed.order-Plugin is in elexis-3-base, but its Message strings are in elexis-3-core.
Is this a global design decision? But why?

A while ago we made the decision to hold all the user visible text strings in one bundle to ease management. The target was to detect redundancy and ease translation to languages like french. We had a lot of translated strings that where repeated with different keys, and it was cumbersome to manage those. So we wanted to have more generalized keys and re-use those strings.
Additionally it is tedious to manage translation properties files spread all over the repos. One could argue in both directions, but at that point of time it made sense.
