Cleanup some WASM_BIGINT handling (#24796)

Test code need to run with wasm bigint enabled by default, since the
setting is now the default.

`gen_struct_info` doesn't need to add any flags since the compiler
itself requires node 18 to run.

Invert `also_with_wasm_bigint` decorator to reflect new default.
