reevaluate inconsistent sufficients on older accounts

we do have inconsistencies with account sufficients. for all future accounts, it has been fixed by #345. However, for all existing accounts, the inconsistency could lead to account reaping even if the account still has funds in community currency (#333)

This bug is considered non-critical because:

• very few accounts on mainnet had a KSM AND CC balance
• even if the bug would strike, recovery is possible by just sending ED in KSM to that account
