Thermo Scientific Neslab EX Setup Info

- StreamDevice RS232 support written by Kurt Goetze

- EPICS Files: NeslabEX.db, NeslabEX.proto, NeslabEX.adl, NeslabEX.req

- Neslab EX Digital Plus Controller Settings (set from front panel):
   BAUD:    19200 (default)
   SERL:    232 (default)
   MODE:    Computer (press this front panel button)

- In serial.cmd:

- Note:
  This is minimal support, based on the requirements of APS/sec.30.
  Presently the functions supported are set/read temperature, readback
  the programmed temperature, and warn and fail states for low H2O level.
  More functionality may be added at a later date.
