Record page splitter will resize when bib entry keypad screen mode is switched.

On the Record tab, when the user swaps between the numeric keypad and regular data entry mode using the circle button, the horizontal splitter for the page will re-size when the controls are re-rendered. On smaller screen resolutions, this will move the toggle button to below the visible area, and only allow the user to switch back to this mode after they re-size the window panels.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Record'
2. Re-size the window to a suitable small size if you have a large display.
3. Click on the Circle keypad toggle button. The horizontal separators will have re-sized the display panels.
4. The button may now be hidden below the keypad. Resize the horizontal panel to reveal the toggle button again.
5. Click the toggle button again. The horizontal sizes will once again be re-calculated.

Expected behavior
Horizontal pane size is remembered, with a minimum size utilised for toggling the size of this control to ensure control visibility. Re-positioning the toggle button the below the numeric entry text input control could also help.

I can see that it doesn't work right on a small screen and I will take a look. Touchscreens aren't used much in practice as they don't work well in the cold or the heat. Most folks use a keyboard or numeric keypad.
