Describe the bug
Visual screen glitches in Chart display.

To Reproduce
Steps to reproduce the behavior:

1. Install and launch.
2. Switch to chart
3. Move mouse cursor slowly in chart window
4. See error

This is with no race started:

This is a minute or so into the simulated race.

This was changed to reduce the CPU requirements of redrawing the Gantt. It seems that Windows does not handle rectangular redraw regions properly, but Linux does. I added a fix that does a full redraw under windows, but the incremental redraw in Linux. Should be available in about an hour or so.
