ci: Lock ESP32-P4 version to < 3

Our runners use version 2 of the chip.
Locking this configuration option will prevent breaking our tests
when esp-idf moves to version 3 of the ESP32-P4 by default.

sdkconfig.defaults.esp32p4 file will be renamed to
sdkconfig.ci.esp32p4_v2 once we have both versions in the CI.
